What the EPA 608 Certification Is

Section 608 of the Clean Air Act makes it illegal to knowingly vent refrigerant and requires certification for anyone who purchases, handles, opens, or disposes ofrefrigerant in stationary equipment. If you connect a set of gauges and break into a sealed system, you need this card. There is no continuing-education requirement and the certification does not expire — you pass once and it is good for life.

There are four certification levels, and picking the right one is the first decision:

  • Type I — small appliances (5 lb or less of refrigerant): window units, PTACs, vending machines, household fridges.
  • Type II — high-pressure and very-high-pressure appliances: residential and commercial split systems, heat pumps, supermarket racks. This is the one most field techs need.
  • Type III — low-pressure appliances: centrifugal chillers using refrigerants like R-123 that operate below atmospheric pressure.
  • Universal — pass Core plus all three types. Most techs aim straight for Universal so no job is off-limits.

Sit for Universal. You are already at the testing center, already studied Core, and the Type III material is short. Passing all four in one sitting costs little extra effort and never boxes you out of a chiller call or a small-appliance job later.

Exam Structure & Passing Score

The 608 exam is written and administered by EPA-approved organizations such as ESCO Institute, RSES, Mainstream, and HVAC Excellence. The format is consistent: a mandatory Core section plus a separate section for each type you want.

*Type I can be taken as an open-book, mail-in exam through some providers, but Core and Types II/III must be proctored and closed-book. To earn Universal, you must clear Core and each type individually — passing three sections but blowing the fourth means you only get certified for the types you passed.

Key rule: You must pass Core to get any certification. Nail the fundamentals section and each type becomes a much shorter climb. Most techs who fail do so on Core, not on the type material.

The Core Section Topics

Core covers regulations and refrigerant fundamentals shared across all appliance types. Expect questions on:

  • Ozone depletion & the Clean Air Act — why CFCs and HCFCs were phased out, and the venting prohibition.
  • Refrigerant classifications — CFC, HCFC, and HFC differences; ODP and GWP concepts.
  • Recovery, recycling, and reclamation — know the precise difference between these three terms; the exam loves to test it.
  • Recovery requirements — required vacuum levels before opening a system, and passive vs. active recovery.
  • Refrigerant safety — refrigerant is heavier than air and can displace oxygen; symptoms of exposure; PPE and ventilation.
  • Dehydration & evacuation — why you pull a deep vacuum, and how moisture and non-condensables hurt a system.
  • Leak repair, recordkeeping, and sales restrictions — who may buy refrigerant and what records must be kept.

A big share of the questions are definition- and regulation-based, not math. If you can cleanly explain the difference between recover, recycle, and reclaim, you are already ahead of most first-time test-takers.

What Each Type Covers

Type I — Small Appliances

Recovery requirements for hermetically sealed units, the 80%/90% recovery rule, system-dependent (passive) vs. self-contained (active) recovery, and required recovery levels for these small charges. Straightforward once you memorize the recovery percentages.

Type II — High-Pressure Systems

The workhorse for residential and commercial split systems. Covers required evacuation levels in inches of mercury for different appliance sizes, leak-rate thresholds, refrigerant retrofits, compressor oils, and safe recovery practices on high-pressure equipment.

Type III — Low-Pressure Systems

Centrifugal chillers running below atmospheric pressure (R-123, R-11 legacy units). Emphasizes the risk of pulling air and moisture into the system, purge units, pressurizing for leak checks, and the different evacuation targets for low-pressure machines.

A Step-by-Step Study Plan

You do not need months. Two focused weeks is plenty for most techs. Here is a proven sequence:

Step 1 — Get the official prep manual.

Buy the ESCO or RSES 608 preparatory manual from the same body that gives your exam. The test is drawn from that material, so study the source, not random internet posts.

Step 2 — Master Core first.

Spend the first half of your study time on Core definitions and regulations. It is the gatekeeper and the section people underestimate.

Step 3 — Take practice tests until you score 85%+.

The real exam needs 70%. Aim for a comfortable 85%+ on practice sets so nerves and tricky wording do not sink you on test day.

Step 4 — Drill the numbers.

Recovery percentages and required evacuation levels (in Hg) are the most commonly missed fact-based questions. Make flashcards for every number.

Step 5 — Review wrong answers, not right ones.

Every missed practice question is a gift. Track the ones you get wrong and re-test only those until they are automatic.

High-Yield Facts to Memorize

These show up on nearly every exam. Lock them in:

  • Venting is prohibited — knowingly releasing refrigerant is illegal (limited de minimis exceptions).
  • Recover / Recycle / Reclaim — recover = remove and store; recycle = clean on-site with oil separation and filtration; reclaim = process to AHRI-700 purity, done only at a licensed facility.
  • Type I recovery — system-dependent (passive) equipment on active compressors must recover 80% or 90% depending on method; know both figures.
  • Type II evacuation — required inches of mercury vacuum climbs with appliance size and whether it is being disposed of or serviced.
  • Refrigerant is heavier than air — it pools low and displaces oxygen; poorly ventilated basements and pits are the hazard.
  • Non-condensables & moisture — air in a system raises head pressure; moisture forms acids — both are why you pull a deep vacuum.
  • Sales restriction — only 608-certified technicians may purchase regulated refrigerants.

Bonus: know the A2L basics

With R-410A being phased down under the AIM Act and A2L refrigerants like R-454B and R-32 now standard in new residential equipment, expect a growing share of questions on mild-flammability handling, leak detection, and ventilation. Understanding the ASHRAE 34 safety classes (the "A2L" label) is increasingly fair game.

Test-Day Strategy

  • Read every answer choice. The 608 exam is famous for "both A and B" and "none of the above" distractors.
  • Watch for absolutes. Words like always and never are often traps — but not always, since venting truly is always prohibited.
  • Flag and move on. Do not burn time on one question. Answer what you know, then circle back.
  • Never leave a blank. There is no penalty for guessing, so mark something on every question.
  • Sit for all four sections in one visit. You have the momentum — go for Universal.

If you pass

You receive a wallet card and certificate. Keep a copy at your shop and a photo on your phone — suppliers and inspectors will ask for it. The certification never expires and follows you between employers.

If you miss a section

You can retake just the failed section — the ones you passed still count. Review your weak area, schedule a retest, and you keep the certifications you already earned.

Does the EPA 608 certification expire?

No. Section 608 certification is good for life with no renewal or continuing-education requirement. (Note: EPA 609 for motor-vehicle A/C is separate and unrelated.)
