Why EPA 608 Is Required
Section 608 of the Clean Air Act makes it illegal to knowingly vent refrigerant to the atmosphere during the service, maintenance, repair, or disposal of air conditioning and refrigeration equipment. To enforce that, the EPA requires anyone who opens a sealed refrigerant system or purchases regulated refrigerant to hold a Section 608 Technician Certification.
This is not optional and it is not a company policy — it is federal law. Supply houses will ask for your certification card (or your employer's proof on file) before they sell you a jug of R-410A, R-454B, or R-22. Working without it exposes you and your employer to EPA fines that can reach tens of thousands of dollars per day, per violation.
The one-line definition
EPA 608 certification proves you know how to recover, recycle, and handle refrigerant without releasing it into the atmosphere. It never expires and it is tied to you, not your employer.
One important distinction: Section 608 covers stationary equipment — residential AC, rooftop units, walk-in coolers, chillers. Section 609 is a separate certification for motor vehicle air conditioning (car AC). If you only work on buildings, 608 is the one you need.
The Four Certification Types
EPA 608 is split into a mandatory Core section plus three equipment-specific sections. Pass Core plus one type section and you are certified for that type. Pass all three type sections and you earn Universal.
Type I — Small Appliances
Covers products manufactured, charged, and hermetically sealed at the factory with 5 pounds or less of refrigerant: domestic refrigerators, window units, PTAC units, vending machines, and residential dehumidifiers. These are the units you recover from with a small self-contained recovery machine or system-dependent (passive) recovery.
Type II — High-Pressure Appliances
Covers high-pressure and very-high-pressure appliances using refrigerants like R-410A, R-454B, R-22, R-407C, and R-404A. This is the bread and butter of residential and light-commercial HVAC: split systems, heat pumps, packaged rooftop units, and supermarket refrigeration racks. If you charge and recover residential AC, you need Type II.
Type III — Low-Pressure Appliances
Covers low-pressure appliances that operate below atmospheric pressure on the low side, using refrigerants like R-123 and R-11. In practice this means large centrifugal chillers found in commercial and institutional buildings. Recovery on these units is a specialized skill because you are pulling refrigerant out of a system that sits in a vacuum.
Universal — All Three
Earned by passing Core and all three type sections. A Universal card lets you legally service any stationary equipment. For a working residential/light-commercial tech, Universal is the recommended target — it costs little more to sit for all sections at once, and it removes any question about what you are allowed to touch.
What Each Type Lets You Service

Heads up: Type II does not cover small sealed appliances, and Type I does not cover split systems. If you regularly touch both — say a service tech who also handles reach-in coolers — you want Universal so you are never out of scope.
The Core Section (Everyone Takes It)
Every certification path starts with Core. It is a 25-question section covering the material that applies no matter what equipment you service:
- Ozone depletion and global warming basics — why venting is banned
- Clean Air Act regulations and the venting prohibition
- Refrigerant recovery, recycling, and reclamation definitions (know the difference)
- Refrigerant cylinder handling, DOT labeling, and safe storage
- Refrigerant properties and basic pressure-temperature relationships
- Recordkeeping and refrigerant sales restrictions
You must score 70% or higher on Core, and separately on each type section, to be certified. Passing Core alone does not certify you for anything — you always need at least one type section with it.
Know these three words cold
Core loves to test the difference between them:
- Recover — remove refrigerant from a system and store it in a cylinder, in any condition.
- Recycle — clean recovered refrigerant on-site (oil separation, single-pass moisture/acid removal) for reuse in the same or a related system.
- Reclaim — reprocess refrigerant to AHRI 700 purity standard, which can only be done at a licensed reclamation facility.
How to Get Certified (Step by Step)
The process is straightforward and, for Types I, II, and III, does not even require a proctor — those sections can be taken open-book and online through approved organizations. Type III and Universal require closed-book, proctored testing.
Step 1 — Pick your target.
Most residential/light-commercial techs should aim straight for Universal. If you only fix window units and reach-ins, Type I is enough.
Step 2 — Study Core plus your type sections.
Free and paid prep material is widely available. Focus on recovery procedures, cylinder handling, and the recover/recycle/reclaim distinctions.
Step 3 — Register with an EPA-approved organization.
Common ones include the ESCO Institute (Green Mechanical Council), RSES, and Mainstream Engineering (EPATest.com). Community colleges and trade schools also proctor exams.
Step 4 — Pass Core (70%+).
You must clear Core before any type section counts.
Step 5 — Pass your type section(s), 70%+ each.
Core + all three type sections = Universal. You can retake individual sections you fail without redoing the ones you passed.
Step 6 — Keep your card forever.
EPA 608 certification does not expire. Keep the physical card and a photo on your phone — supply houses will ask.
Good to know
Because the certification never expires and is portable across employers, it is one of the best-value credentials in the trade. Many apprentices knock out Universal in their first year.

Recovery & Evacuation Requirements
A big part of what 608 tests — and what it legally obligates you to do — is proper refrigerant recovery before you open a system or dispose of equipment. Recovery machines must pull the system down to a required vacuum level that depends on the appliance type and the amount of charge.

Never do this
Do not open a system to atmosphere without recovering first, do not mix refrigerants in a recovery cylinder, and never overfill a recovery cylinder past 80% of its capacity by weight. Overfilling leaves no room for liquid expansion and can rupture the cylinder.
You also cannot legally add refrigerant to a system with a known leak above the applicable annual leak rate threshold without following the mandatory repair timeline. For most systems you have 30 days from discovery to repair a leak that exceeds the threshold.
A2L Refrigerants & Recent Updates
The refrigerant landscape is shifting fast because of the AIM Act phasedown. As of January 1, 2025, new residential and light-commercial equipment must use a refrigerant with a GWP under 700 — which is why R-454B (GWP 466) and R-32 (GWP 675) are replacing R-410A (GWP 2,088).
The catch for certified techs: R-454B and R-32 are classified A2L — mildly flammable. Your 608 card still authorizes you to recover and handle them, but A2L systems bring new field requirements you must respect:
- Use recovery equipment rated and listed for A2L refrigerants
- No open flames or ignition sources near a potential leak; account for ventilation
- Systems may include factory leak detection and mitigation that you must not defeat
- Follow ASHRAE 15 and manufacturer charge-limit guidance for the space
Bottom line: EPA 608 is still the credential that lets you buy and handle these refrigerants, but working on A2L equipment safely is a layer on top of certification, not a replacement for it. Read the unit's installation instructions before you cut into anything new.
Field Tips & Common Mistakes
- Get Universal, not just Type II. The exam-day cost difference is small, and the day you get sent to a chiller or a walk-in you will be glad you are covered.
- Keep proof on your phone. Snap a photo of your card. Supply houses log your certification number at purchase, and a missing card can cost you a job's worth of downtime.
- Weigh your recovery cylinders. The 80% fill rule is by weight, not by feel. Use a scale and know your cylinder's tare and water capacity.
- Don't confuse 608 with 609. Working car AC on the side? That needs a separate Section 609 certification.
- Log everything. Recordkeeping is a real 608 obligation for larger systems — refrigerant added, recovered, and leak repairs. Sloppy records are an easy citation.
