IMC vs UMC: Which Mechanical Code Applies?

There are two model mechanical codes in the United States, and the one your inspector pulls off the shelf changes how you size ducts, provide combustion air, and support equipment. Here is who publishes each, where each is adopted, and the differences that actually matter in the field.

Two Model Codes, Two Publishers

A "model code" is a document a national organization writes and updates on a three-year cycle. It has no legal force until a state, county, or city formally adopts it into law. For mechanical work, two competing model codes dominate the country, and both cover essentially the same territory: equipment installation, duct construction, ventilation and exhaust, combustion air, chimneys and vents, refrigeration systems, and hydronic piping.

IMC — International Mechanical Code

Published by the ICC (International Code Council). Part of the coordinated I-Code family that includes the IBC, IRC, and IFGC. Adopted in the large majority of US jurisdictions.

UMC — Uniform Mechanical Code

Published by IAPMO (International Association of Plumbing and Mechanical Officials). Same scope as the IMC, written in a different format and language. Concentrated in the western states.

They are not interchangeable. Section numbers, tables, and specific thresholds differ, so quoting an IMC section in a UMC jurisdiction (or the reverse) will not satisfy an inspector. The first thing to nail down on any unfamiliar job is which document the Authority Having Jurisdiction (AHJ) enforces, and which edition year.

Who Adopts Which Code

The IMC is far more widely adopted nationwide because it plugs directly into the rest of the ICC I-Code family that most states already use for building and residential work. The UMC holds strong ground in the West, largely because IAPMO's plumbing code (the UPC) has deep roots there and jurisdictions tend to adopt the matching mechanical code.

Watch the amendments. Adoption is rarely clean. States and big cities routinely amend the model code they adopt — California's Title 24 mechanical provisions are based on the UMC but are heavily modified, and many cities adopt the IMC with a local amendment package. The base code tells you 90% of the answer; the local amendment package tells you the other 10% that fails inspections.

How to Find Your Adopted Code

Before you cut the first piece of duct on a job in an unfamiliar jurisdiction, confirm the governing code with these steps:

Step 1: Identify the AHJ

Determine whether the city, county, or state issues the mechanical permit for that address. That office defines the code.

Step 2: Ask which code and which edition

Call or check the building department's website. You want two answers: IMC or UMC, and the year (for example, 2021 IMC or 2024 UMC).

Step 3: Get the local amendments

Request the jurisdiction's amendment ordinance. This is where combustion-air methods, condensate routing, and seismic bracing often get tightened.

Step 4: Confirm the gas code

In IMC jurisdictions, gas venting and combustion air for gas appliances usually fall under a separately adopted IFGC. In UMC areas, those provisions may live inside the UMC/UPC. Know which document to cite.

Field tip

When in doubt, pull the permit and read the code edition printed on the approved plans. The plan reviewer already resolved the question for you — matching your citations to the exact edition on the stamped set is the fastest way to avoid a correction notice.

Key Differences That Affect Your Work

The codes agree on the big goals — safe combustion, adequate ventilation, structurally sound ductwork — but they diverge in format and in the specifics you actually reference on a rough-in. Here are the areas where the difference shows up most:

  • Gas provisions. The biggest structural difference. The IMC deliberately excludes fuel-gas piping and gas-appliance venting and hands them to the IFGC. The UMC keeps fuel-gas provisions integrated, so a UMC tech may find venting and combustion air in the same book.
  • Combustion air. Both codes offer indoor (known-air-infiltration) and outdoor methods, but the table thresholds, the "50 cubic feet per 1,000 Btu/h" indoor rule, and the required opening sizes are worded and numbered differently. Verify against the adopted edition rather than memory.
  • Duct construction. Both reference SMACNA gauge and reinforcement schedules, but section organization and factory-made duct listing requirements differ. UMC tends to spell out seismic and support details common to western practice.
  • Equipment support and access. Working clearance, platform, and service-access requirements exist in both, but the exact dimensions and how they cross-reference the appliance listing differ.
  • Refrigeration. Both point to ASHRAE 15 for refrigerating systems and machinery rooms, but adopt it through different chapter structures — important now that A2L refrigerants like R-454B carry charge-limit and leak-detection requirements.

Do not assume the number carries over

A section number that means one thing in the IMC means something entirely different — or does not exist — in the UMC. "IMC 701 combustion air" is not the UMC combustion-air section. Cite the correct book and chapter for the jurisdiction, every time.

The Companion Codes You Still Have to Know

Neither the IMC nor the UMC works in isolation. On a typical residential or light-commercial install you will touch several documents at once:

For one- and two-family homes, many jurisdictions let you work entirely under the IRC's mechanical chapters instead of the standalone IMC. Field Example: Same Job, Two Codes

Scenario

You are installing an 80,000 Btu/h natural-gas furnace inside a closet that draws combustion air from indoors. How you document combustion air and venting depends entirely on the adopted code.

In an IMC jurisdiction

  • Duct construction, exhaust, and general mechanical work: IMC.
  • Combustion air and gas-appliance venting for the furnace: IFGC (adopted separately).
  • Indoor air method sized against the IFGC combustion-air tables and the appliance listing.

In a UMC jurisdiction

  • Mechanical work: UMC.
  • Combustion air and venting provisions are typically found within the UMC/UPC framework, not a standalone gas code.
  • Seismic bracing and support details for the furnace and flue are often more explicitly called out.

Same furnace, same appliance listing, same 50-cubic-feet-per-1,000-Btu/h logic for indoor combustion air — but you cite a different book and pass a different plan-review checklist depending on where the closet is. Getting the source document right is what keeps the rough-in from getting red-tagged.

Frequently Asked Questions

Is the IMC or the UMC "better"?

Neither. They target the same safety outcomes with different formats. The one that matters is whichever your AHJ adopted. A tech who works across state lines simply learns both.

Can a state use both?

A state adopts one model mechanical code, but home-rule cities and counties within it can adopt the other or amend the state code. Always verify at the permit-issuing office, not the state level alone.

Where do gas furnaces and water heaters fall?

In IMC areas the fuel-gas side is governed by the IFGC; the IMC itself excludes it. In UMC areas the gas provisions are generally integrated with the mechanical and plumbing codes.

Does the code choice change my EPA obligations?

No. EPA Section 608 certification, refrigerant recovery, and the AIM Act GWP phasedown are federal and apply in every jurisdiction, IMC or UMC.
