When You Actually Need a Permit
Almost any work that installs, replaces, or relocates fixed mechanical equipment requires a mechanical permit. The exact trigger is set by your local jurisdiction's adopted code — most of the country runs the International Mechanical Code (IMC) and International Fuel Gas Code (IFGC), while much of the West Coast uses the Uniform Mechanical Code (UMC). The Authority Having Jurisdiction (AHJ) — your building department — decides which code applies and how strictly it is enforced.
Work that virtually always needs a permit:
- Equipment change-outs — furnaces, air handlers, condensers, heat pumps, package units, mini-splits
- New ductwork or significant duct modification
- Gas piping additions, extensions, or new appliance connections
- Flue and vent installation or rerouting
- Relocating equipment, or adding a system where none existed
Work that is usually exempt (verify locally):
- Like-for-like repairs — replacing a capacitor, contactor, blower motor, or board
- Refrigerant recovery and recharge on an existing system
- Cleaning coils, replacing filters, and routine maintenance
- Replacing a thermostat
Reality check: A surprising number of change-outs get done without a permit because "it's just a swap." It isn't. An unpermitted install can surface during a home sale, void the manufacturer's warranty through the distributor, and expose you to fines or a stop-work order. Pull the permit.
Pulling the Permit and What It Costs
A licensed mechanical contractor (or a homeowner, in some jurisdictions) pulls the permit before work begins. Most departments now let you apply online. You'll typically provide the job address, a scope of work, equipment specs, and — for anything involving load or sizing — supporting calculations.
For residential replacements and new systems, expect the AHJ to ask for an ACCA Manual J load calculation, and often Manual S equipment selection and Manual D duct design. Manual J is referenced by IRC Section M1401.3 and the IECC, so a plan reviewer is within their rights to require it before issuing the permit. Sizing equipment by "rule of thumb" or by simply matching whatever was there is the fastest way to get a submittal kicked back — oversizing is the single most common residential design error.
What to have ready before you apply
- • Contractor license and mechanical registration numbers
- • Equipment model numbers, BTU input/output, tonnage, and AFUE/SEER2 ratings
- • Manual J (and Manual S/D where required) for new or replacement systems
- • A simple site or floor plan showing equipment location and venting
- • Gas load / pipe sizing worksheet if you're touching gas
Permit fees are usually a flat charge plus a per-appliance or valuation-based amount — commonly in the range of a few hundred dollars for a residential change-out. Build it into the quote. Never start before the permit is issued; some AHJs double the fee for work started without one.
Rough-In vs. Final Inspection
Bigger jobs get inspected in stages. A straightforward change-out is often a single final, but new construction, additions, and anything concealed behind drywall normally require a rough-in first.
Rough-In Inspection
Called before anything is covered. The inspector verifies work that will soon be hidden inside walls, chases, or ceilings.
- Duct routing, support, and sealing
- Gas piping and pressure test
- Vent and flue runs, connectors, clearances to combustibles
- Condensate routing
Final Inspection
Called when the system is complete, energized, and operating. The inspector confirms the finished install matches the permit and runs safely.
- Equipment set, level, and secured
- Clearances, service access, and disconnect
- Combustion air and venting complete
- System operating; safeties functional
Don't bury the rough. If you sheetrock over a gas line or a vent connector before it's inspected, the AHJ can make you open the wall back up. Photograph everything before it's concealed — those photos won't replace an inspection, but they'll save you if a question comes up later.
What the Inspector Actually Checks
Inspectors are consistent. They work down a mental checklist rooted in the mechanical and fuel-gas codes plus the equipment's installation instructions — and per IMC Section 304, the manufacturer's instructions are enforceable. Here is what they look at, in roughly the order they'll walk the job.

A2L refrigerants are now on the list
With the AIM Act phase-down, new residential and light-commercial systems ship with A2L refrigerants like R-454B (GWP 466) instead of R-410A. Mildly flammable A2Ls carry extra installation requirements — proper labeling, refrigerant detection where required by the equipment listing, and charge limits based on room volume per ASHRAE 15. Expect inspectors to start asking about these on new equipment.

The Most Common Reasons Jobs Fail

Access & clearance
Equipment jammed into a closet with no working space, filter that can't be pulled, or clearance to combustibles below the listing.
Combustion air missing
Gas appliance in a tight mechanical room with no combustion air openings, or openings that got covered by the remodel.
Condensate problems
No secondary drain or float switch on an attic air handler, missing trap, wrong slope, or a line dumping somewhere unapproved.
Venting defects
Improper slope, single-wall connector too close to combustibles, undersized vent, or a termination too near a window or intake.
No disconnect / bad electrical
Missing service disconnect within sight, no gas shutoff or drip leg, or wire not sized to the nameplate MCA.
Paperwork mismatch
Installed model doesn't match the permit, no load calc on site, or the permit card isn't posted.
A Furnace Change-Out, Walked Through
Here's how a clean gas-furnace replacement moves from quote to a passed final, step by step.
Step 1 — Size the equipment. Run a Manual J on the home (don't just match the old unit). Say it comes out to a 55,000 BTU/hr heating load; you select a furnace with matching output rather than the 100k that was there before.
Step 2 — Pull the permit. Apply online with the model number, input/output BTU, AFUE, and the Manual J attached. Fee gets built into the customer's price. Wait for it to issue before you touch the old unit.
Step 3 — Install to the listing. Set the furnace level with listed clearances, connect gas with an accessible shutoff and drip leg, run the B-vent with proper slope and clearance, provide combustion air, and route condensate on a 90%+ unit with a trap and proper pitch.
Step 4 — Verify performance. Fire it, confirm gas pressure at the manifold, and check the temperature rise against the nameplate. A typical gas furnace wants a 35–75°F rise — if the plate says 40–70 and you read a 60°F split, you're in the band.
Step 5 — Call for final. Post the permit card, leave the Manual J on site, and make sure the filter and panels are accessible. Meet the inspector if you can — answering a question on the spot often turns a would-be correction into a pass.
Result: Passes on the first trip
Correctly sized, installed to the manufacturer's instructions, documented, and accessible. That combination passes nearly every time.
How to Pass the First Time
- Install to the instructions, not from memory. The data plate and install manual are enforceable code. Keep them on the job.
- Size it right and document it. A Manual J on site heads off the most common plan-review and inspection dispute.
- Protect access. Filters pull out, panels come off, and the working space in front of the equipment is clear.
- Don't conceal before the rough. Gas piping, vent connectors, and buried duct get seen before they're covered.
- Pressure-test gas and leave it under test if the inspector wants to witness the gauge.
- Post the permit and be reachable. A meetable tech who can answer a question beats a perfect job nobody can ask about.
- Know your AHJ. Local amendments vary. When in doubt, call the department before you install, not after you fail.
Field tip: build a photo trail
Shoot the gas pressure test gauge, the vent connections, clearances, and the condensate trap before anything gets buttoned up. It won't replace an inspection, but it documents your work, backs you up on a callback, and speeds up a re-inspection if one is ever needed.
Permit & Inspection FAQ
Do I really need a permit to swap a condenser?
In almost every jurisdiction, yes — replacing fixed equipment is permitted work. Repairs like a capacitor or contactor typically are not. When it's a gray area, ask the AHJ.
Who is responsible for the permit — me or the homeowner?
As the licensed contractor doing the work, you are. Pulling it under the homeowner to dodge responsibility is a bad idea and is illegal in many places.
What happens if I fail?
You get a correction notice listing the deficiencies. Fix them, call for a re-inspection (sometimes with a re-inspection fee), and get signed off. The permit isn't closed until the final passes.
